Does OIS (optical stabilization) effectively improve the f stops available?

slipe (dpreview, Panasonic forum, 19 February 2004)...

The FZ10 stabilization gives an honest 2 f stops and some people feel a little more. That will take you to about equal to a 1.4 lens of maybe a little better. It doesn't help at all for subject motion, but for anything not moving I think you will be pleased. Anywhere you could handhold with a f1.4 lens on an SLR you could handhold with the FZ10 once you learn to hold it -- the stance is a little different.
